The Borough of Chambersburg conducted an unannounced retail food inspection on 8/3/2020. As a result of that inspection, and due to the severity of the specific violations Capital Restaurant was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 18 violations were found.
The inspector made the following comments in support of the violations found during the inspection:
- A Food Employee was observed washing their hands at the 3 compartment sink rather than the designated hand wash sink.
- Observed wet wiping cloths not being stored in sanitizer solution.
- Observed food that was undated and not labeled.
- Hood system is not adequate to remove heat and/or grease, as evidenced by condensate and/or grease collecting on the walls, ceilings, and fixtures.
- Observed food contact equipment surfaces not cleaned at a frequency to preclude accumulation of dirty and soil.
- No sign or poster posted at the hand wash sink in the waitress area to remind food employees to wash their hands.
- Observed food stored open with no covering.
- Food dispensing utensils observed stored in the food and not with handle above the top of the food and the container.
- Observed several food items stored directly on the floor rather than 6 inches off of the floor as required.
- Observed food preparation area under dirty ventilation ducts, and subject to potential contamination.
- Ice machine interior bin, a food surface, was observed to have residue, build-up, or mold and was not clean to sight or touch.
- Observed clean food equipment and/or utensils stored uncovered or not inverted.
- Thermometers for ensuring proper temperatures of food are not available or readily accessible.
- Loose or cracked gaskets and mold on gaskets were observed on the prep refrigerator.
- Food facility does not have available sanitizer test strips or a test kit to determine appropriate sanitizer concentration.
- Exterior door located in the rear area of the food facility has a gap and does not protect against the entry of insects, rodents, and other animals.
- The food facility is extremely dirty, dusty, and in need of cleaning.
- Observed toxic material in the kitchen area, not clearly labeled with a manufacturer’s label.
