The Montgomery County Department of Health and Human Services Office of Public Health (MCOPH) conducted an unannounced retail food inspection on 8/19/2020. As a result of that inspection, and due to the severity of the specific violations the Ilces Grocery was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 21 violations were found and include one or more violations determined to be food borne illness risk factors.

The inspector made the following comments in support of the violations found during the inspection:

  • Current MCOPH food establishment license not posted publicly. Facility located license and posted publicly during inspection.
  • Facility CFSM certificate not posted publicly at time of inspection. Facility posted publicly during inspection.
  • Opened employee beverage stored adjacent to clean glassware at front counter area.
  • Pot stored in handwashing sink in warewashing room. Handwashing sinks are to be used for handwashing only. Facility relocated pot during inspection.
  • 6 sharply dented cans of beef tripe stew, 1 sharply dented can of pinto beans, and 1 sharply dented can of refried beans observed on sale in retail area. Facility removed items from sale during inspection.
  • Raw shell eggs stored above ready-to-eat food items in prep refrigerator. Facility relocated items during inspection.
  • 1Chlorine sanitizer concentration in wiping cloth bucket observed above an approved level: 200 ppm. Facility diluted concentration to an approved level during inspection.
  • Tongs for pastry case self-service observed unclean with excessive accumulation. Facility removed tongs to be cleaned and sanitized.
  • Prepared and opened TCS ready to eat foods held in facility longer than 24 hours under refrigeration missing required discard date marking not to exceed 7 days from the prep/open date. Facility emailed date marking regulations during inspection.
  • (4 times repeat violation) Raw poultry observed for sale lacking labelling. Facility must label all packaged retail foods with labelling as required by MCOPH, as well as any required labelling of raw meat/poultry products as required by USDA. EHS e-mailed facility MCOPH labelling guidelines during inspection. Failure to correct and maintain multiple repeat violations may lead to legal action.
  • Facility lacks ingredient book or list for unlabeled bulk pastries for self-service in pastry case. EHS e-mailed facility MCOPH labelling guidelines during inspection.
  • Window at counter area observed open without a screen in place at time of inspection. Facility closed window during inspection.
  • Rodent-like droppings observed in various areas of facility. Facility must immediately clean and sanitize affected area(s). Facility must be treated by professional pest control service. E-mail completed service report to MCOPH with in 10 business days. E-mail pest control service report to the e-mail address provided at time of inspection.
  • Dead roaches observed in various areas of facility. Facility must immediately clean and sanitize affected area(s). Facility must be treated by professional pest control service. E-mail completed service report to MCOPH with in 10 business days. E-mail pest control service report to the e-mail address provided at time of inspection.
  • (2 4 times repeat violation) Back exit door observed with gap on the lower edge. Owner has installed a sweep but gap still present. Failure to correct and maintain multiple repeat violations may lead to legal action.
  • Large gap to exterior observed above air conditioning unit installed above front door. Seal gap to prevent pest entry.
  • Containers of food stored on floor in retail area. Elevate all foods to a minimum of 6 inches from floor.
  • Facility has installed paper towel roll directly above drying area for clean utensils in warewashing room. Relocate paper towels so that they may be accessed and used without contaminating clean dishes and utensils.
  • Containers of single-use utensils stored on floor in rear storage room. Facility elevated items during inspection.
  • Open can of food not transferred into a sealed food grade container after opening in prep refrigerator.
  • Facility lacks chlorine test strips for chlorine bleach sanitizer used in wiping cloth buckets. Obtain immediately.
  • Mop not hung or inverted to dry following use. Facility inverted mop during inspection.
