26 violations for Frank’s Pizza Elkins Park; Rodent like droppings observed on floor behind stand mixer and on floor in adjacent restroom

The Montgomery County Department of Health and Human Services Office of Public Health (MCOPH) conducted an unannounced retail food inspection on 8/12/2020. As a result of that inspection, and due to the severity of the specific violations Frank’s Pizza was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 26 violations were found and include one or more violations determined to be food borne illness risk factors.

The inspector made the following comments in support of the violations found during the inspection:

  • Facility lacking a Certified Food Sanitation Manager (CFSM) issued by Montgomery County Office of Public Health (MCOPH). Facility was granted 6 months to attain, by 4-2-20. Facility must apply or provide proof of course enrollment to email provided within 10 business days. Failure to comply by by given deadline could lead to legal action. EHS emailed copy of reciprocity application and fee schedule.

  • Facility is lacking a written vomit/fecal incident procedure at time of inspection. Sample document emailed to facility.

  • Hand wash sink in prep area lacking hand wash reminder sign.

  • No soap provided in employee restroom.

  • Raw shell eggs stored over ready to eat foods in walk-in refrigerator.

  • Chlorine sanitizer in bucket had no detectable sanitizer concentration. Facility mixed a 50ppm solution during inspection.

  • Foods in pizza prep refrigerator recorded with internal temperatures of 57F-70F. Facility voluntarily discarded chicken, pepperoni, cooked onions, mayo, and blue cheese dressing during inspection.

  • Prepared and opened TCS ready to eat foods held under refrigeration longer than 24 hours missing discard date marking not to exceed 7 days from prep/open date. Facility emailed date marking regulations during inspection.

  • Facility lacking time temperature log for pizza stored at room temperature. Facility recorded log during inspection.

  • Hand soap containers lacking labels.

  • Pizza prep refrigerator recorded with ambient temperature of 58F. Facility voluntarily discarded all TCS foods. Facility must immediately stop using the unit. Facility may not use the unit until serviced by licensed professional, AND unit is operating at 41F or below, AND written permission is granted by MCOPH. Send service report to the email provided. Failure to comply or await permission before using unit may lead to legal action.

  • Rodent like droppings observed on floor behind stand mixer and on floor in adjacent restroom. Facility must immediately clean and sanitize area. Facility must be treated by professional pest control service. Send service report to MCOPH within 10 business days to the email provided. Pest control report must state treatment of target pest.

  • Sticky fly strip observed by floor mixer and above 3 compartment sink.

  • Condiment cups lacking handles found stored in foods in top portion of prep refrigerators and bulk dry foods.

  • Pizza prep refrigerator observed leaking water onto floor.

  • Door gasket of pizza prep refrigerator observed torn.

  • Table shelf under flat top grill with rust like accumulation.

  • Raw wood boards observed above prep table/3 compartment sink area. Provide smooth, non-porous, easily cleanable surface.

  • 3 compartment sink not sealed to wall, gap behind sink due to “window ledge”. Provide solid backing, secure sink to backing, and caulk. Facility was permitted 6 months to comply, by 4-2-19. A follow-up inspection will be conducted on or after 8/31/20 to verify compliance. Failure to comply may lead to legal action.

  • 4Hand sink in prep area not sealed to wall.

  • Facility lacking sink stoppers for proper use of 3 compartment sink. Facility obtained during inspection.

  • Restroom door no longer self-closing.

  • Ceiling tiles in bathroom observed peeling with damage.

  • Peeling paint and damaged wood behind ware washing sink.

  • Bathroom walls sagging/not secure at bottom. Secure and ensure floor/wall is coved or sealed.

  • Several ceiling lights in prep area lacking shields or shatter resistant bulbs.
