First Garden Chinese Restaurant


The Montgomery County Department of Health and Human Services Office of Public Health (MCOPH) conducted an unannounced retail food inspection on January 13, 2020 As a result of that inspection, and due to the severity of the specific violations the First Garden Chinese Restaurant in Dresher was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 18 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

  • Chicken carcasses for broth stored in a cardboard boxes with no liners. Facility discarded items.

  • (Repeat violation) Food debris build-up at the piecing point of can opener.

  • (3 times repeat violation) Prepared TCS foods held in facility for more than 24 hours missing discard date markings. Items such as eggrolls, cooked pork and chicken, etc. stored in walk-in and prep refrigerators. Label should indicate the date by which the food shall be consumed on the premises, sold or discarded; date not to exceed 7 days. Note: Repeat violations may lead to legal actions.

  • (R) Thawing shrimp in standing water at 3-compartment sink. Shrimp was frozen to the touch and relocated to prep sink.

  • (3 times repeat violation) Mice like droppings observed on floor under shelves in room storing bulk dry goods. Clean and sanitize all affected areas. Owner provided last pest control report dated 12/18/19. Provide a copy of pest control report within next 10 business days, email/fax provided.

  • Open bags of rice and dry bulk goods observed in storage room. Some bags stored directly on the floor.

  • Facility storing food products in open original cans in prep refrigerator.

  • (Repeat violation) Excess food debris and white substance buildup observed on shelves inside walk-in refrigerator. Interior of microwave unclean.

  • Grease and food debris accumulation observed on exterior walls of prep refrigerators and steam table.

  • White substance accumulation observed on fan guards in walk-in refrigerator.

  • Prep refrigerator door handles observed with food debris accumulation.

  • Mop sink observed with excessive food debris buildup. Clean.

  • (Repeat violation) Floors in walk-in refrigerator and freezer observed with excessive food debris accumulation. Cardboard material lining floors.

  • (3 times repeat violation) Porous ceiling tiles installed above 2-comaprtment sink, exhaust hood and 1 of the prep refrigerators. Provide ceiling tiles that are smooth, non-absorbent, and easily cleanable. Note: Failure to comply will lead to further enforcement action and/or issuance of citation.

  • Cove base tiles outside of walk-in freezer observed held together with duct tape.

  • Wet mop stored inside mop bucket in back area.

  • Floors at cook’s line observed with grease accumulation.

  • (2 times repeat violation) Inadequate lighting at wok cooking line during active cooking. Exhaust hood lights turned off during cooking process. Employee turned on lights.
