The Allegheny County Health Department’s Food Safety Program conducted an unannounced retail food inspection on 5/29/2020 after a complaint was received by authorities. As a result of that inspection, and due to the severity of the specific violations the Popeye’s Louisiana Kitchen on William Penn Highway in Wilkins Township was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 14 violations were found.

The Health Department issued a statement stating the restaurant was closed, “Food in unsound condition, improper cooling, improper food temperatures in cold holding, inadequate and malfunctioning refrigeration without alternative options, and improper cleaning and sanitization.”

The inspector made the following comments in support of the violations found during the inspection:

  • Sandwich buns found wrapped in plastic sitting under the hand wash sink that was leaking water. Plastic was wet.
  • Cooked rice found at 98F in the walk in cooler. Food was covered and cooling in a plastic container. Food was cooling for over 2 hours (high risk violation)
  • No cooling chart could be produced for the rice in the walk in cooler.  *MEDIUM RISK**
  • Buttermilk butter found inside of the walk in cooler at 65F. Add ice to mixture to rapidly cool.(high risk violation)
  • Spicy mayo found at 67F inside of the walk in cooler. Food was covered in and a plastic container. (high risk violation)
  • 7 pans of raw chicken found at unsafe temperatures between 49F and 52F inside of the walk in cooler. Discard food. (high risk violation)
  • Walk in cooler is holding at 55F.
  • One door stand up freezer in the prep area — food inside was found soft / not properly frozen
  • Food in the walk in freezer (vegetables, chicken, and baked goods) was found soft – not properly frozen. Unit was blowing 26F
  • Facility only has 1 piece of properly working refrigeration (1 – 1 door stand up cooler ) that is filled to capacity. This is not adequate to support operations. Facility will not be able to operate safely with current refrigeration. (high risk violation)
  • Dried food debris found in the chicken tumbler near the soda machine.
  • Raw chicken prep area was food splattered. Area cleaned during inspection.
  • Bulk food storage containers near cook line are accumulating debris along the outside.
  • Storage racks above the raw chicken prep table are dusty.
  • Evaporator in the walk in cooler is leaking water onto the chicken drain board below. The drain from the chicken board is not connected and is leaking condensate and raw chicken juice onto the floor of the walk in cooler.
  • Water is pooling on the floor under the sandwich prep table.
  • Water is pooling on the floor inside of the walk in cooler.
  • Trap below the kitchen hand wash sink is leaking water onto the floor.
  • Paper towel dispenser above hand wash sink does not latch.
  • When in the open position the dispenser blocks the hand wash sink.
  • Chronic active leak found the front left side steam table, evident by the build up of slime on the floor. Investigate and repair as the electrical conduit is submerged here. Active ELECTRICAL hazard.
  • Soda bag found dripping syrup onto the floor in the back storage room.
  • General cleaning needed on the floor under the cook line and hard to reach areas under equipment and close the walls.
  • Ceiling tiles are missing / water damaged at the front line area. Active leak observed – water found collecting in a trash can. Investigate leak and repair.
  • Lights in the back storage room are flickering.
  • Air conditioning in the facility is not working. Ambient air temperature in the kitchen is 90F. High kitchen temperature may be contributing to the temperature and cooling violations.
  • Front door of the facility is very sticky / greasy.
  • Water filters are calcium encrusted, the filter is very discolored.
  • Facility is operating with out a valid health permit. Permit expired Jan 2020.
