Inspection; 22 violations at First Garden in Dresher; 5 times repeat mouse like droppings under counter shelving at prep line, facility  thawing raw shrimp in stagnant water

The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on 1/19/21. As a result of that inspection, and due to the severity of the specific violations First Garden was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 22 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

  • Food storage containers observed lacking lids at multiple storage areas in facility. Facility instructed that all items must be stored covered.

  • (2 times repeat violation) Piercing point of can opener observed unclean at shelving under back prep table. Facility stated item currently in regular use. Item was cleaned and sanitized during time of inspection.

  • (4 times repeat violation) Facility lacking approved date markings for TCS food items stored in facility for more than 24hrs. The Facility was instructed that approved date markings for prepared or packaged TCS food items should include a discard date not to exceed seven days following the preparation of the item or piercing of the packaging the item was stored in.

  • Time log used for storing cut vegetables at room temperature worn off at prep table. Facility stated items leave refrigeration 11:30 each day and are discarded at 2pm. EHS discussed approved uses of time logs with facility.

  • (2 times repeat violation) Facility observed thawing raw shrimp in stagnant water at three basin sink. EHS discussed approved thawing methods during time of inspection.

  • Facility brewed tea beverages packaged for take away from facility lacking labeling. EHS discussed approved labeling during time of inspection.

  • (5 times repeat violation) Mouse like droppings observed along under counter shelving at prep line. Facility instructed to wash/rinse/sanitize effected areas immediately and contract professional pest control services. Facility instructed to provide pest control operators report to MCOPH within 10 business days and continue with pest control as directed by pest control professional. EHS provided the facility with contact email during time of inspection.

  • Facility with air gap at back exit door. COS -facility closed screen door with kick guard during time of inspection.

  • Facility storing food items on floor of walk in cooler.

  • Multiple food handlers lacking hair restraints during active prep.

  • Knife observed stored hanging between prep table and food prep cooler.

  • Food prep cooler #2 cutting boards observed with deep grooves and discoloration. Facility instructed to re-surface or replace.

  • (2 times repeat violation) prep refrigerator door handles observed with food debris.

  • Multiple refrigeration units observed unclean with food debris accumulated on door handles.

  • Grease accumulation / food debris observed on exterior of multiple food storage units.

  • Heavy frost accumulation observed on interior of reach in freezer. Facility instructed to defrost unit.

  • Excessive food debris observed in mop sink.

  • Facility lacking waste bin / receptacle at hand sink on cooks line.

  • Food debris observed along walls at multiple prep areas.

  • Wet mop stored inside of bucket containing soiled water at back prep area.

  • Grease accumulation observed dripping from hood vent system. EHS left voicemail and e-mail with Upper Dublin Fire Marshal during time of inspection.

  • (3 times repeat violation) inadequate lighting at wok cooks line during active cook / prep. Facility turned on lights hood vent system lights during time of inspection.

  •  Food handlers observed lacking approved face coverings (masks / shields) when EHS arrived for routine inspection. All food handlers donned masks when requested by EH
