The Chester County Health Department conducted an unannounced retail food inspection on 6/18/2020. As a result of that inspection, and due to the severity of the specific violations the Black Cat Cafe was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 9 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

  • The Person in Charge did not demonstrate adequate knowledge of the PA Food Code as evidenced by incorrect responses to food safety questions. Provide a written list to be posted on wall for staff to reference the following; 1-Hand washing procedures 2-Glove use 3-Cold hold temperatures 41 F or below 4-Reheating soup procedures 5-Ware washing procedures both manual and mechanical
  • Sponges observed in the ware washing area being used to clean food contact surfaces. Sponges shall be used to wipe dining tables only and very limited use in kitchen.
  • Chicken observed thawing at room temperature, which is not an approved thawing method. All protein must be thawed via refrigeration the day before or under cold running water less than 70 F in the provided food prep sink. The Food prep sink can be used to wash vegetables and protein, ensure the food prep sink is cleaned and sanitized after each use.
  • Food Employee observed donning single use gloves without a prior hand wash.
  • Two soup wells which was cooled, was only reheated to 155 – 160°F for hot holding and not 165°F for 15 seconds as required. Reheat all soup on stove top to 165 F and than place in steam wells.
  • Excessive grease build up observed on ceiling grate above the hot water heater; 1-Discontinue all bacon and sausage cooking on flat to grill since and exhaust hood is not provided. All raw protein shall be cooked in oven and bacon and sausage shall be cooked in oven or microwave only.
  • Several raw protein foods were stored above ready to eat vegetables in the the reach in refrigerator. Refer to the proper food storage chart provided; The reach in freezer shall also provide the same storage practices as raw protein is placed in freezer thawed and the potential exist for cross contamination. Inform all staff enforce through managerial team.
  • Non-food contact surfaces not cleaned at a frequency to preclude accumulation of dust, debris, crumb, or splash; 1-Entire kitchen floor under all equipment, including 3 bay sink. 2-Ceiling grate above the water heater – excessive grease
  • Eliminate chipped paint on wall above three bay sink as discussed.
