The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on 6/22/2020. As a result of that inspection, and due to the severity of the specific violations the Brothers Buffet Chinese Restaurant was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 10 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

  • Observed a soiled (soiled with dead insects) glue board to be setting directly on top of mechanical dish wash unit. *Corrected*
  • Observed numerous foods requiring refrigeration and prepared within facility being stored in walk-in cooler without date mark system. *Corrected*
  • Chlorine residue concentration after final rinse cycle of mechanical ware wash unit was tested to be less than 50 ppm and not 50-100 ppm as required. Facility was closed for over 3-months and using old chlorine sanitizer concentrate from before shutdown. Container was replaced, re-primed, and re-tested to be 50-100 ppm as required. *Corrected*
  • The person in charge did not demonstrate adequate knowledge of the PA Food Code as evident from the violations observed in this inspection report.
  • Open package of raw bacon stored directly in contact with ready to eat surimi located inside walk-in cooler. *Corrected*
  • Observed foods/containers being covered with soiled cardboard located inside walk-in cooler. Foods were observed to be in direct contact with soiled cardboard. *Corrected*
  • Observed numerous containers of raw meats stored directly above ready to eat foods located inside walk-in cooler.
  • Two knives stored in-between table edges located at Bain-Marie cooling unit and preparation table (nearest to dish wash unit). *Corrected*
  • All storage racks located inside walk-in cooler were observed to have presence of old food filth and soil accumulations.
  • Floors located inside walk-in cooler and flooring below dry ingredient storage area were observed to have presence of excessive old food litter/debris.
  • Observed excessive grease accumulations located on floors beside grill area (area near and on grease trap) and alternate grease trap located near food preparation sink.
  • Observed ice machine water exit line being directed/drained into a plastic tote which was observed to be overflowing and stored on drain board of 3-bay sink. Utensils were observed being stored directly inside tote. Item empties and utensils to be re-washed and sanitized.
  • Observed excessive soil accumulations and old food debris located on can opener blade and surfaces/fixtures around blade.
  • Observed soiled hand wash sink knobs in addition to leak on hand wash sink faucet.
  • Excessive clutter and non-food items/utensils located on dry storage racks located near rear exit screen door. These areas were also observed to be very dusty/dirty.
