The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on 6/3/2020. As a result of that inspection, and due to the severity of the specific violations the Happy’s Diner and Family Restaurant was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 10 violations were found.

This inspections marks the fouth failure to be in compliance since August 2018 for Happy’s Diner and Family Restaurant”

The inspector made the following comments in support of the violations found during the inspection:

  • The Person in Charge did not demonstrate adequate knowledge of the PA Food Code as evident by the violations observed in this inspection report.
  • Observed a container of precooked food to be in direct contact with raw ground meat located inside walk-in cooler. *Corrected*
  • Numerous raw foods stored above and/or on some level as precooked foods located inside Bain-Marie cooling unit.
  • Observed old food debris and litter located on floors of side walk-in cooler (currently turned off and used for storage of Non-TCS foods).
  • Grease accumulations located on hood filters and upper hood system.
  • Observed numerous foods requiring refrigeration (prepared within facility) stored without 7-day discard date and/or date mark system. *Corrected*
  • Observed excessive grease accumulations present on outside of outdoor grease storage container.
  • Numerous rodent-like droppings located on flooring of small alcove near basement area hot water heating unit. Deceased rodent was also found in this area indicating lack of adequate pest control.
  • Excessive grease accumulations/spill located on large metal tray containing small deep fry unit and on walls floors adjacent to unit.
  • Observed old food debris/litter below main grill line equipment.
  • Food facility has an employee who held a Certified Food Manager certificate; however, the certificate has expired and is no longer valid. Facility will be given extra 90-days to sign up or register for class.
  • Hand wash sink located in main food preparation area was observed to be blocked with an apron and other extraneous items. *Corrected*
  • Observed leak located on 3-bay sink faucet head.
