The Chester County Health Department conducted an unannounced retail food inspection on 3/17/2020. As a result of that inspection, and due to the severity of the specific violations the Starbucks- East Marlborough was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 3 violations were found. The Health Department closed the restaurant, as a result. The restaurant was allowed to provisionally re-open later the same day after repairs were made with the inspector noting:

Due to the facility not being able to provide a consistent supply of hot water of at least 100 F at all handwashing sinks in the facility, the facility must cease operations immediately. Operation may only resume after an inspection by this Department is conducted and facility is found in compliance. Failure to comply will result in Non-Traffic Citations filed in District Court. Chester County Health Department inspected Starbucks on March 13 and 17th in the past week finding the restaurant, “in compliance” but with problems with the hot water on March 13, 2020 :

At the handwashing sinks in the toilet rooms and the one located near the ice machine, the hot water is starting at 100 F but then fluctuating down to 95 F. Make all necessary repairs immediately to maintain hot water >100 F at all handwashing sinks.

The restaurant was allowed to provisionally re-open later the same day after repairs were made with the inspector noting:

A follow-up inspection conducted at this time found repairs have been made and hot water temperatures at the handwashing sinks was 105-112 F. It was indicated that the mixing valve was replaced. Facility may reopen contingent on all corrections being maintained. An additional follow-up inspection will be conducted in approximately one week to ensure the remaining items have been corrected and/or maintained. (March 17, 2020 at 4:25PM)

The inspector made the following comments in support of the violations found during the inspection:

  • Food employees observed in the service area without hair properly restrained. Employees must restrain hair.
  • At the hand washing sink in the food prep, ware washing area and toilet room, the temperature of the hot water is not being maintained at consistent temperature of at least 100 F for 20 seconds. Hot water initially at 102 F but then fluctuated as low as 80 F in the toilet rooms and to 89 F at the hand washing sinks in the service area. Repairs must be made immediately to provide hot water of at least 100 F at all hand washing sinks.
