12 violations at Golden Dragon in McSherrystown; Ceiling tiles observed with water damage and mold-like residue

The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on 7/8/2020. As a result of that inspection, and due to the severity of the specific violations the Golden Dragon Restaurant was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 12 violations were found.

The inspector made the following comments in support of the violations found during the inspection:


Shelving in prep unit and under prep tables observed to be rusted and are no longer smooth and easily cleanable.
Floor observed to be damaged in walk-in refrigerator, no longer smooth and easily cleanable.
Ceiling tiles observed with water damage and mold-like residue.
Food utensils used for scooping rice, observed stored in a container of water which is not maintained at 135 °F.

Observed food stored directly on the floor in walk-in refrigerator and walk-in freezer, rather than 6 inches off of the floor as required.
Observed flour and rice in dry storage area not covered to protect food from contamination.

Hood baffles observed with an accumulation of grease and are in need of cleaning.

The Person in Charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.

Observed raw chicken stored over ready-to-eat food in walk-in refrigerator.
Observed an accumulation of food residue and debris on top back of 1-door prep unit and large prep unit.
Refrigeration unit gaskets, throughout the facility, observed with residue and debris and are in need of cleaning.
Shelving under steam table observed with an accumulation of residue and debris and is in need of cleaning.
Rice warmers observed with encrusted food residue on non-food contact surfaces.
Observed clean food equipment in ware wash area, stored wet in a manner that does not allow for draining and/or air drying (wet nesting).
Back exit screen door has a gap and does not protect against the entry of insects, rodents, and other animals.
Observed wet wiping cloths throughout facility, not being stored in sanitizer solution.

Refrigerated ready to eat, time/temperature control for safety food prepared in the food facility and held for more than 24 hours, located in the walk-in refrigerator, is not being date marked.
