Philadelphia’s Office of Food Protection conducted an unannounced retail food inspection on 3/23/2020. As a result of that inspection, and due to the severity of the specific violations the Carolina Market was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 26 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

  • No person shall operate a food establishment that handles, prepares or serves non-prepackaged potentially hazardous food who does not have present and in the employ of the food establishment at all hours of operation at least one (1) person with a valid Food Establishment Personnel Food Safety Certificate issued by the Department.

  • Food facility Person in Charge not able to provide documentation that pastelillos are from an approved source. Removed from retail sale.  Corrected On-Site.  New Violation.
  • Raw eggs stored above bottled beverages and prepackaged beef sticks.

  • Produce scraps observed in combination hand wash/garbage grinder sink. Use provided food prep sink with an indirect waste to clean food.  New Violation.
  • Eggs held at 62 degrees F, rather than 45 degrees F or below as required.
    Chicken at 48 degrees F and fish at 43 degrees F rather than 41 degrees F as required.

  • Opened commercially processed ready to eat food, located in the deli case, and held more than 48 hours, was not marked
    with the date it was opened, deli meat, cheese and mayonnaise.  New Violation.
  • Chemicals (bleach & WD 40) were stored on the same shelf with food and/or single service articles.

  • Employee medicines stored in the food prep area, and were not stored to prevent the contamination of food, equipment or utensils.

  • Temperature measuring devices for ensuring proper temperatures of food are not available or readily accessible.

  • Temperature measuring devices for ensuring proper equipment temperatures are not calibrated and/or functioning properly in the deli case. Thermometer reading approximately 20 degree F lower than ambient air temperature of the unit.  New Violation.
  • Visible physical evidence of insect activity observed in the side coffee prep area.  New Violation.
  • Beverages are not stored at least 6 inches above the floor in retail area.

  • Water stained walls and ceiling.
    Walls, ceilings and floors not in good repair. Damaged plaster, irregular surfaces.
    Water leaking from ceiling in the dining area.  New Violation.
  • Mop stored in a bucket. Provide mop and broom hanger.  New Violation.
  • Holes and gaps observed in walls,floor/wall junctions and ceilings on retail, kitchen and food storage areas.
    – Water-stained and unfinished gypsum ceilings observed in rear food storage area and beverage storage area toward the basement access/trap door.
    – Uneven flooring present in customer’s seating area.
    Storage of material interferes with cleaning in the basement. Remove unused, excess material and equipment  New Violation.
  • Food establishment licensee and operation changes require submission of a Plan Review Application.
  • Establishment observed selling tobacco products with out a Philadelphia permit. Immediately discontinue sales of tobacco products. Tobacco removed for sale at time of inspection. Remove all tobacco products from the establishment. Tobacco products are not allowed to be sold with out the proper Philadelphia permit.
