The Montgomery County Department of Health and Human Services Office of Public Health (MCOPH) conducted an unannounced retail food inspection on 7/27/2020. As a result of that inspection, and due to the severity of the specific violations Queen’s Chinese Restaurantwas cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 35 violations were found and include one or more violations determined to be food borne illness risk factors.

The inspector made the following comments in support of the violations found during the inspection:

  • License posted in facility expired as of 5/31/20. Facility is granted 48 hours to submit payment to Norristown office. Facility states they recently mailed license payment to Norristown. Failure to comply may result in closure of facility.

  • Facility lacking CFSM certificate with MCOPH. Facility granted 30 days to apply for a new certificate or provide proof of course enrollment to email provided. Application and fee schedule emailed during inspection.

  • (3 times repeat violation)Facility lacks a written procedure for managing a fecal or vomiting incident. Sample document was emailed during inspection. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • Many employee beverage containers stored on food prep surfaces and inside refrigeration units throughout facility.

  • Employee observed eating on cook’s line during inspection.

  • (4 times repeat violation)No paper towels were provided at back prep area hand washing sink. Failure to correct multiple repeat violations may result in further legal action.

  • No paper towels were provided at front counter prep area hand washing sink.

  • (3 times repeat violation)A metal scrub observed inside of the front service area hand washing sink. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • Back prep area hand washing sink faucet observed spraying when sink is in use. A 24 hour follow-up inspection will be conducted pending repair of sink to verify compliance.

  • No hand wash sign posted at front area hand wash sink.

  • No soap provided in either the men’s or women’s bathroom at time of inspection.

  • Raw shrimp stored above ready to eat foods in 1 door tall refrigerator.

  • Raw shell eggs and raw meats stored above cooked chicken in walk-in refrigerator.

  • (3 times repeat violation)Food containers in walk-in refrigerator found uncovered. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • Broth in steam table recorded with internal temperature of 74F.

  • Garlic in oil stored at room temperature on cook’s line cart. Facility voluntarily discarded.

  • (5 times repeat violation)Prepared and opened TCS ready to eat foods held in facility longer than 24 hours missing required discard date marking not to exceed 7 days from the prep/open date. Facility was emailed date marking regulations during inspection. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • (3 times repeat violation)Facility found to be storing fried chicken at room temperature during service without proper time temperature logs. Facility instructed on proper log use during inspection. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • Facility lacking probe thermometer to take internal food temperatures.

  • Facility preparing foods inside of ware washing sink. Food prep is only to occur in designated food prep sink.

  • Foods stored directly on floor of walk-in freezer.

  • (2 times repeat violation)Live plant with hanging vines stored on top of 1 door tall refrigerator. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • (4 times repeat violation)Cutting board found stored behind faucet of 3 compartment sink. Failure to correct multiple repeat violations may result in further legal action.

  • (2 times repeat violation)Opened cans of foods in walk-in refrigerator not transferred into a sealed food grade container after opening. Failure to correct and maintain multiple repeat violations may result in further legal actions.

  • Fried noodles, fried at facility, stored in direct contact with cardboard box on top of freezer.

  • Portable cutting board in prep area observed with a large hole in the center.

  • Facility lacking chlorine test strips.

  • Black mold-like accumulation observed on exterior of some food containers in walk-in refrigerator.

  • Fan guards in walk-in refrigerator observed with dust and white mold-like accumulation.

  • Excessive mineral/scale build-up observed on inside of steam table at cook’s line.

  • Water pressure at food prep sink observed very low at time of inspection.

  • 5Back prep area hand wash sink observed leaking from bottom pipe. A 24 hour follow-up inspection will be conducted pending repair of sink to verify compliance.

  • No toilet paper provided in either the men’s or women’s bathroom at time of inspection.

  • (2 times repeat violation)Floor drain, pipes, wall, and floor around drain under 3 compartment sink observed with food and mold-like accumulation. Failure to correct and maintain multiple repeat violations may result in further legal actions.
