Allentown’s Ice Cream World fouls inspection; Interior of freezers chipping paint  subjecting frozen ice cream and ice cream cakes to possible contamination

The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on January 6, 2020. As a result of that inspection, and due to the severity of the specific violations Ice Cream World was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 13 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

  • Food facility does not have available sanitizer test strips to determine appropriate sanitizer concentration.
  • Observed cracked and peeling ceiling tile directly above back cake prep area, for a possible contamination; in need of repair.
  • Various ice cream products, in the multiple walk-in freezers and small holding stand-up freezers in the back storage area, are packaged foods possibly subject to water entry and is stored or displayed in direct contact with ice.
  • Interior of stand-alone freezers in the back storage area show chipping paint in the interior and the interior sides of the doors; subjecting frozen ice cream and ice cream cakes to possible contamination. In need of repair.
  • Thermometers for ensuring proper temperatures of food are not available or readily accessible in the front counter ice cream topping/frozen dessert hopper mix under counter refrigerator.
  • Loose rubber door gaskets observed on the front ice cream topping bain marie cooling unit; and in need of repair.
  • Surface and door handles of front counter ice cream dipping chest freezers are cracked and/or repaired with materials unapproved for food equipment (clear packing tape); in need of proper repair.
  • Loose or broken door hinges observed on all walk-in freezer doors. Doors show a build-up of ice condensation and are being repaired with duct tape; in need of proper repair.
  • Rear storage area of the food facility above stand-alone refrigerators are extremely dirty, dusty, and in need of cleaning. Back storage ice machine shows a build-up of food-debris and dirt/dust on the exterior sides; in need of cleaning. Shelving of the stand-alone refrigerators and freezers have a build-up of old food product; in need of cleaning.
  • Gran and Go, Bulk candies and ice cream toppings storage containers, in the customer area, is not labeled with the common name of the food, ingredient list, allergen list, store name and address, and approximate net weight. Discussed labeling with owner.
  • Observed deeply scored cutting boards not resurfaced or discarded as required at the front ice cream topping counter.
  • The only facility prep hand wash sink located in the back storage area does not have water at a temperature of at least 100°F. Water temperature only 92F.
  • The food facility does not have a hand wash sink located in the front counter/food prep area.
  • Plumbing system not maintained in good repair – observed water leaking at the rear hand wash sink.
  • Observed cardboard being utilized as a floor covering in the walk-in freezers.
