Bristol Mini Market fumbles inspection; Multiple house flies were present inside the facility, live roach-like insect was observed near the deli display cooler

The Bucks County Department of Health conducted an unannounced retail food inspection on 8/28/2020.  As a result of that inspection, and due to the severity of the specific violations Bristol Mini Market was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 7 violations were found.

The inspector made the following comments in support of the violations found during the inspection:

There is no food safety manager certified by this Department (CFSM) on duty as required. A CFSM must be on duty at all times the facility is open and/or food is being prepared. A completed application(SA-71)for CFSM, or proof of enrollment in an approved safety class must be submitted to the Department within 10 business days.  New Violation. To be Corrected By: 09/11/2020  
1 bottle of milk was past dated 08/24/2020. The milk was removed from the retail cooler. Milk may not be sold beyond the sell by date.   Corrected On-Site.  Repeat Violation.  
Temperture gauge on the deli display cooler read 54 degrees F. TCS foods inside the unit temped at 47 degrees F. The owner was instructed to immediately adjust the temperature of the unit to ensure that TCS foods are maintained at 41 degrees F or below.
-The retail cooler storing milk and dairy items was observed at 58 degrees F. Milk inside the unit temped at 59 degree F. The milk was voluntrily discarded. Facility may not use the retail cooler to store TCS foods until it is repaired and able to maintain TCS foods at 41 degrees or below. Permission for use must be granted by BCDH. Submit a work order for repair to the Department, or contact the Department for a follow-up inspection of the unit.
The AC in the facility was turned off and it was very warm inside the facility. The owner must ensure that all cooling units are able to maintain TCS foods at 41 degrees F or below at ALL times.  New Violation.  
Date markings lacking on opened packages of deli meats in the deli display cooler. Opened packages must be date marked. Shelf life may not exceed 7 days, including day of opening.  Repeat Violation.  
-Multiple house flies were present inside the facility upon EPS arrival. The front door was open, allowing access by pests. The owner closed the door.
-A live roach-like insect was observed near the deli display cooler in the prep area. Facility must contact a professional pest control operator and obtain treatment for roaches. Facility must submit a professional pest control report to the Department within 10 business days.  New Violation. To be Corrected By: 09/11/2020  
The facility has produce for food preparation, and does not have a prep sink with an air gap, or a 3 basin sink with an air gap. Facility must provide either a prep sink with an air gap, an air gap at the 3 basin sink, or provide proof of purchase of pre-washed produce to the Department. The air gap must be 2x the diameter of the waste-line, but no less than 1 inch.  Repeat Violation. To be Corrected By: 11/28/2020  
-Cove base lacking or damaged at floor/wall juncture in prep area. 
-Floor damaged below prep cooler.
The floors, floor coverings, walls, wall coverings and ceilings of a food facility shall be designed, constructed and installed so they are smooth and easily cleanable. Floor/wall junctures must be sealed/coved. Facility must correct within 3 months, by 11/28/20.   Repeat Violation. To be Corrected By: 11/28/2020
