Philadelphia’s Office of Food Protection conducted an unannounced retail food inspection on 3/26/2020. As a result of that inspection, and due to the severity of the specific violations the Uzbekistan Restaurant was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 22 violations were found.

The inspector made the following statements in the report:

This inspection has revealed that the establishment is not in satisfactory compliance. Corrective action is required to eliminate these violations. Compliance status will be assessed upon reinspection.

Due to imminent health hazards observed during this inspection, the establishment has been issued a Cease Operations Order and must discontinue food operations immediately. The establishment cannot operate for a minimum of 48 hours. The establishment cannot operate until the required fee is paid and the establishment is approved by the Department to resume operations. Please contact the Sanitarian at the phone number listed below for a re-inspection once the violations have been corrected and the fee has been paid.

  • Feb 24, 2010- PASSED inspection with 6 lower level, “Lack of Good Retail Practices” violations
  • Jan 19, 2013- 11 violations 
  • Jan 29, 2013- 2 violations
  • Aug 11, 2014- 6 violations including, “A fly infestation is present throughout establishment”
  • Sep 17, 2014- 5 violations including, “Fly-contaminated surfaces observed.”
  • Jan 21, 2015- 9 violations 
  • Jan 4, 2016- 13 violations including, “Observed dead roaches and mouse droppings in basement” and, “Observed moldy surfaces inside ice machine. Discontinue use immediately until surface is cleaned and sanitized. “
  • Dec 28, 2018- 8 violations including, “Black residue, pink slime observed on the interior of the ice machine bin”

The inspector made the following comments in support of the violations found during the inspection:

  • The Person in Charge did not demonstrate adequate knowledge of the Philadelphia Food Code, and was not performing the designated duties of the Person in Charge. Sanitizing procedures, date marking, hand washing, and other designated duties were observed not being properly monitored by the Person in Charge.  New Violation.
  • City of Philadelphia issued food safety certificate was observed expired. No person shall operate a food establishment that handles, prepares or serves non-prepackaged potentially hazardous food who does not have present and in the employ of the food establishment at all hours of operation at least one (1) person with a valid Food Establishment Personnel Food Safety Certificate issued by the Department.  New Violation.
  • Employee was observed washing food equipment, utensils, and service articles in the designated two basin hand washing/ garbage grinder sink located in the extended temporary kitchen. Plunger was observed stored on top of food equipment, utensils, and food service articles in the two basin handwashing/garbage grinder sink.  New Violation.
  • Soap, sanitary, towels, and hand washing reminder signs were not provided at all designated hand washing sinks.  New Violation.
  • Ice scoop handle was observed in direct contact with drink ice.  New Violation.
  • Uncovered food items were observed inside the walk-in coolers and in the reach in cold holding units.  New Violation.
  • The kitchen mechanical ware washing machine was observed not in good repair.  New Violation.
  • Food equipment, utensils, and food service articles were observed not being properly sanitized. Food employee was observed washing and rinsing equipment, utensils, and food service articles in the two basin hand washing/garbage grinder sink.  New Violation.
  • Potentially hazardous ready to eat foods, prepared in the food facility, located in the walk-in cooler, were not date marked.  New Violation.
  • Beef was observed thawing at room temperature on the food storage shelf in the rear kitchen extension.  New Violation.
  • Exterior doors and outside storage containers do not protect against the entry of insects, rodents, and other animals.  New Violation.
  • Food products were observed stored inside outside storage containers, sheds, and an inoperable unapproved food trailer at the rear property of the establishment. Food items were observed stored on the floor in the walk-in cooler.  New Violation.
  • Food facility lacks sanitizer test strips to monitor sanitizer concentration.  New Violation.
  • Soil and food accumulation were observed on the floor and shelf surfaces of the walk-in cooler. Ice accumulation was observed inside the reach-in freezer on the food trailer.  New Violation.
  • An approved air gap was not provided for the kitchen food preparation sink.  New Violation.
  • A designated utility sink was not provided.  New Violation.
  • Exterior walk-in cooler was observed draining onto the ground.  New Violation.
  • Debris, soil, and grease accumulation were observed on the floor and wall surfaces in the kitchen food preparation areas. Unused food equipment and excess storage were observed in the exterior rear storage area of the establishment’s property.  New Violation.
  • Lights in the rear kitchen extension and in the walk-in cooler are not shielded from breakage.  New Violation.
  • Mechanical ventilation was not provided over the gas stoves used for cooking raw meats, vegetables, and rice in the rear kitchen extension food preparation area.  New Violation.
  • Hood filters have an accumulation of static dust and grease.  New Violation.
  • Establishment has added additional food preparation areas and cooking equipment to the rear kitchen extension food preparation area. Establishment has also added exterior storage containers, food trailer, and exterior walk-in coolers to the rear property without proper plan submission or approval.  New Violation.
