The Pennsylvania Department of Agriculture’s Bureau of Food Safety and Laboratory Services conducted an unannounced retail food inspection on 5/11/2020. As a result of that inspection, and due to the severity of the specific violations the King Chinese Restaurant was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 13 violations were found.

The inspector made the following statement in the report:

This facility was “Closed by Order” at approximately 12:30 due to cold water supply ONLY and not hot/cold water supply for adequate hand wash and manual ware wash as required. Facility has voluntarily closed food service to the public. Maintenance was ordered on site for evaluation of water heating element. Department will be available to re-open facility once hot water is restored. Follow-up inspection will be conducted within reasonable time-frame for other violations if facility does restore hot water within visit time on 5/11/20.

The inspector made the following comments in support of the violations found during the inspection:

  • The Person in Charge did not demonstrate adequate knowledge of the PA Food Code as evident by the violations observed in this inspection report.
  • Observed numerous containers of raw animal foods stored directly above and/or next to ready to eat precooked foods located inside walk-in cooler and Bain-Marie cooling unit. *Corrected*
  • Observed a colander (holes on bottom) of precooked chicken stored in direct contact with a soiled wooden stool top/seat. Item discarded. *Corrected*
  • Dirt, debris, and mildew-like development located on storage racks of walk-in cooler.
  • Non-food contact surfaces not cleaned at a frequency to preclude accumulation of dirt, soil, and old food debris: Floor below deep fry unit, walls along 3-bay sink to hand wash sink, floors/corners under dry storage racks.
  • Observed a large green rack stored directly on top of and blocking food facility hand wash sink. *Corrected*
  • Facility does not have on hand sanitizer test strips used for determining adequate sanitizer concentrations.
  • Observed roach-like insect activity (presence of multiple deceased insects not contained within pest control devices) located on floors/corners behind stand up freezer, floors below/around hot water heater, and floor near hand wash sink.
  • Container of in-use “Pledge Spray” stored directly next to food containers located on storage shelf across from hand wash sink. *Corrected*
  • Observed raw fish, an item not offered on restaurant menu for sale to public, was observed being stored unwrapped, and in direct contact with foods (intended/offered for sale on restaurant menu) located inside stand-up freezer. *Corrected*
  • Foods requiring refrigeration that were pre-prepared within facility are not being date-marked with 7 day discard date. *Corrected*
  • The water temperature of the wash compartment of the manual ware wash sink was cold to touch, rather than not less than 110°F, as required.
  • Observed soiled cardboard used to cover storage shelving located inside walk-in cooler.
  • Upon correction of violation under code 5-205.11, attempt to wash hands yielded water temperature to be cold to touch and not at 100°F or greater as required. Hot water heating unit was observed to be non-functional at time of inspection. Facility ordered to cease food preparation and food service to the public until adequate water temperature can be supplied.
