The Chester County Health Department conducted an unannounced retail food inspection on January 10, 2020. As a result of that inspection, and due to the severity of the specific violations the Liberty Café in Chesterbrook Corporate Center was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 8 violations were found.

The inspector made this note in the report:

It Shall be noted the facility was observed operating without any hand washing facilities operable upon arrival at 8:45am. The facility was temporarily closed until the hand
washing sink is operable. Facility was re-opened in or around 10:15am, Brandon and Aaron were able to plug in the mobile hand washing unit and refill.
It shall be noted that Residential Prepared Foods are prohibited; If facility is found to be conducting residential prepared foods, the License to Operate will be revoked
immediately and a $400 director hearing will be required prior to operation

The inspector made the following comments in support of the violations found during the inspection:

  • Hand washing sinks not operable during arrival. Facility temporarily closed. Mobile hand washing sinks are not being filled and emptied by team members including Food team members too. This has been an ongoing problem and repeat violation for many years. The facility will be required to install a stationary drain line and water line to the existing hand washing sinks. Other wise the License to Operate will be revoked by the Department.
  • Since the mobile hand washing sinks are not being maintained or emptied and observed not operable, the facility will be required to provide a drain line and water line to the two hand washing sinks.
  • Non-food contact surfaces not cleaned at a frequency to preclude accumulation of debris; 1- Clean interior of bain maire
  • Dry Storage shelf observed with open BBQ sauce, Balsamic, and butter milk ranch, all with literature to refrigerate after opening. Discard products and place in refrigeration after opening.
  • Eggs and ham in upper portion of bain maire obserevd at 50 F rather than 41 F or below. Discard product. Have unit serviced ASAP as the unit was observed with a puddle of water in front of unit this morning.
  • 1-Bain marie observed with water puddle in front of unit and high temperature, have unit serviced. 2-Defrost Chest freezer on left side
  • Facility is not provided with a mop sink. The agreement was to use the facility mop sink however they do not arrive until 10 am. Due the water on the floor this morning the ware washing sink was used as the mop sink. Install mop sink by the three bay sink to ensure vendor has access to mop sink during all hour of operation.
  • The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Conduct routine food training with all team members.
  • Sanitizer bucket not set up to store wet rags.
