The Montgomery County Department of Health and Human Services Office of Public Health (MCOPH) conducted a “30 day operational inspection conducted today after facility opening” retail food inspection on 8/17/2020. As a result of that inspection, and due to the severity of the specific violations Tsaocaa Tea Shop was cited as being, “Out of Compliance” with Pennsylvania’s food safety regulations. During this inspection a total of 16 violations were found and include one or more violations determined to be food borne illness risk factors.

The inspector made the following comments in support of the violations found during the inspection:

  • Facility lacking a Certified Food Sanitation Manager (CFSM) issued by Montgomery County Office of Public Health (MCOPH). Facility granted 6 months to attain due by 1/16/2021. Failure to comply by by given deadline could lead to legal action. EHS emailed copy of reciprocity application and fee schedule.
  • Facility observed washing utensils at front counter hand sink with sponge observed at sink. Facility instructed hand wash sinks are for hand washing only.
  • Quaternary sanitizer bucket tested with no sanitizer concentration. Facility mixed a 200ppm solution during inspection.
  • Face cleansing cloths stored on prep table in prep area.
  • 1 door tall freezer recorded with ambient temperature of 44F with all foods inside defrosted. Facility instructed that they cannot refreeze foods once thawed and must use foods that are thawed or discard. Freezer door was not closed due to obstruction. Facility was able to shift food items inside so that door could properly close. By end of inspection freezer was down to 25F.
  • Lacking food probe thermometer to take internal food temperatures.
  • Rubber mats, sponge, and soap bottle observed in food prep sink.
  • Drink utensils stored in standing water at front counter area.
  • Ice scoop found stored inside of ice machine and lacking a handle.
  • Cutting board stored behind 3 compartment sink faucet.
  • Single use cups stored on floor in prep area.
  • Opened food cans in prep refrigerator not transferred into food grade container after opening.
  • At time of inspection facility did not have hot water supply. Facility voluntarily closed. By end of inspection hot water supply of 110F was returned. Facility granted permission to re-open.
  • Ice machine air gap less than one inch. End of hose down in floor sink. Ensure an air gap of at least one inch.
  • Hole in wall above food prep sink. Provide smooth, non-porous, easily cleanable surface.
  • Gap at floor on front service counter, apply cove base to seal gap.
